G-035.1 Working in Mississauga
How we work in
Mississauga
Mississauga grew from 172,352 people in 1971 to 717,961 in 2021, around older villages such as Port Credit, Streetsville, Cooksville and Malton, so most of its houses went up after 1970. The City now encourages more homes on those lots: second units, garden suites and fourplexes are all permitted, with permit fee refunds for added units. A kitchen or basement renovation here can be planned around a future rental unit.
Mississauga takes every building permit application through ePlans and pre-screens it first, which usually takes 7 to 10 business days. MKC’s engineers prepare complete drawings so the first review starts on time: 10 business days for most residential work and 15 for a second unit. We answer examiner comments, order materials, supervise the work, arrange inspections and finish with a walkthrough. A new second unit must then be registered with the City.
MKC takes on office fit-outs in Mississauga City Centre and the Airport Corporate Centre, and mechanical, HVAC, fire protection and steel framing work in industrial buildings around Pearson airport and along Argentia Road in Meadowvale.

General notesG-035
- Second units must be registered
Every second unit in Mississauga has to be registered with the City under its Second Units Registration By-law. Registration is free, but it needs proof of ownership, a registration form and a building permit signed off by every City inspector. Registered units go on the City’s public registry, which is updated monthly.
- Permit fee refunds for new units
Mississauga refunds the building permit fee when you build or legalize additional residential units or a fourplex, and for added units the cheque follows the final inspections. Second and third units are exempt from most municipal charges, and a grant can cover development charges and parkland fees on a fourplex’s fourth unit if it stays a rental for 25 years.
- Private Tree Protection By-law
On private property, removing or injuring any tree 15 cm or more in diameter needs a City permit, including dead or dying trees, which carry no fee. For healthy trees the base fee is $399.77 including HST, and construction projects need an arborist report with the application.
- Credit Valley and TRCA permits
Credit Valley Conservation regulates the Credit River watershed, which covers much of the city, while TRCA covers the Etobicoke Creek and Mimico Creek watersheds on the east side, including Malton. In a regulated area, building, grading, placing fill or adding dwelling units needs the conservation authority’s permit in addition to the City’s building permit.

Questions from Mississauga clients
Don’t see your question? Call (647) 637-6052 or ask in your estimate request.
How long does a building permit take in Mississauga?
Pre-screening an ePlans submission usually takes 7 to 10 business days. A complete application then gets its first review within 10 business days for most residential work and 15 for a second unit. The City’s published averages, start to finish, are 7 weeks for an alteration to a house and 10 weeks for a second unit. Each resubmission can add two weeks or more.
Do I have to register my basement apartment?
Yes. Mississauga requires every second unit to be registered under its Second Units Registration By-law, and an unregistered unit can be reported to 311. Registration is free, but you need a building permit that every inspector has signed off. If the unit was built without a permit, a permit is the first step, and MKC can prepare the drawings to legalize it.
Can I build a garden suite or a fourplex?
On many lots, yes. Owners of a detached, semi-detached or town home can add up to two units, with one garden suite at most, and fourplexes are allowed depending on lot size. Garden suites need a hard-surfaced fire access path at least 1.2 m wide, 2.1 m high and no more than 45 m long. Standard condo townhouses are excluded.
What affects the cost of adding a unit?
Whether the unit is inside the house or in a garden suite matters most, since a garden suite needs new foundations and often its own water, sewer, gas and electrical connections. Fire separation, exits and ceiling height drive basement costs. The City refunds the permit fee for added units after final inspection. MKC prices your project at a free estimate, and Financeit financing is available on eligible projects.
Is my lot regulated by Credit Valley Conservation?
Possibly, if it is near the Credit River, a creek, a valley slope, a wetland or the Lake Ontario shoreline. CVC’s regulation mapping shows the regulated area, and its staff offer a pre-submission consultation to confirm what a complete application needs. On the east side, TRCA plays the same role. MKC checks the mapping before design starts and prepares the conservation submission with the permit drawings.
Can we live in the house while you build a basement unit?
Usually, yes. The work stays below you, but expect noise and dust while the new exit, fire separation and drywall go in, and short shut-offs when plumbing, power or gas lines are connected. MKC’s site supervisor keeps you updated throughout, and the job ends with an inspection, walkthrough and clean-up.
